Looks very simple, but, the weather icon rotates around the outer circle throughout the day, matching periods of day (lighter weather icons) and night (darker weather icons) while at the same time the inner picture changes respectively.

The position of the weather icon DOES NOT match an hour position ie. when the weather icon is at the 12 position, it does NOT mean it's 12 o'clock.
