Background story:

In some situations the best possible strategy in Poker is to mix some actions. Imagine a spot where your opponent goes all-in on the river and the best strategy might be 50% call and 50% fold your hand. Otherwise your opponent might exploit your strategy if you fold 100%. To decide which action to execute this time, most online poker players use a random number generator and use the generated number when they want to have mixed actions for a spot. Currently, for live poker this is not possible, some poker players use the seconds part of a displayed tournament clock, but this is not perfect randomness.
